  • (20/05) A dialogue between the UK Foreign and Defence Secretaries and the EU High Representative for Foreign Affairs and Security Policy will take place every six months to ‘conduct and enable strategic consultations in thematic and geographic areas of joint interest’, while a ‘dedicated Security and Defence Dialogue’ will take place annually to monitor the implementation of the partnership. Speaking at the press conference, the European Commission President explained that, before the UK had access to the Security Action For Europe (SAFE) fund there needed to be a second step involving “budget contribution, reciprocal market access and rules on security of supply”, and also highlighted that it would create new opportunities for defence industries and the option for stronger, more coordinated support for Ukraine, either through joint procurement of military capabilities or through direct investment in Ukraine’s defence industry. In separate comments, the EU Foreign Affairs High Representative said that “wounds from Brexit” meant that some member states would want to see limits on British industry’s access to SAFE.   • (19/05) No10 announced that the UK and EU have reached a new agreement ‘to take forward [the] future partnership’, with announcements made on:
    • A new Security and Defence Partnership to ‘pave the way for the UK defence industry to participate in the EU’s proposed new £150bn’ fund.
    • Linking the UK and EU emissions trading systems.
    • Protecting steel from new tariffs.
  • (19/05) Under the UK-EU Security and Defence Partnership exchanges on the development of respective security and defence initiatives’ will be held, with the exploration of ‘possible mutual involvement in respective defence initiatives’ and for establishing an Administrative Arrangement between the UK and the European Defence Agency . Other features include:
    • Enhanced collaboration in support of Ukraine.
    • An exploration of opportunities for closer collaboration on other regions such as the Arctic and Indo-Pacific.
    • Enhanced maritime, space and cyber security coordination and dialogue.
    • Regular exchanges on security and resilience of emerging disruptive technologies, including the development of international governance efforts on the responsible use of AI in security and defence.
    • Cooperation to enhance the resilience of ‘critical infrastructure in Europe, including underwater infrastructure’ and resilience to foreign information manipulation and interference.
    • Increased UK participation in European Security and Defence College (ESDC) activities.
    • Dialogues on peace mediation, conflict prevention and non-proliferation.
