- CX delivered the Spring Statement this week, with the focus on defence and the announcement that there will bean extra £2.2bn for defence in FY25/26 to support the UK’s world class defence industrial sectors – “from Plymouth to Rosyth”. CX described this spending as a “further downpayment” on HMG’s plans to deliver defence spending of 2.5% of GDP by 2027. She also stated that she wants to increase the UK’s economic as well as national security and ensure the UK becomes a “defence industrial superpower”, with the whole country feeling the benefits. There will be a spending review in June, likely alongside the release of the Industrial Strategy (and Defence Industrial Strategy), as well as a full budget in the Autumn. Defence spending increase breakdown:
- A minimum of 10% on new novel tech, e.g., drones/AI enabled tech
- A focus on advanced manufacturing production
- New business opportunities for UK tech firms and start ups
- An initial protected £400m (to rise over time) for UK Defence Innovation
- Reform procurement system to be quicker, more agile and streamlined, with better access for SMEs
- £200m for Plan for Barrow
- Regenerate Portsmouth naval base
- Secure better homes for military families – Plymouth and Aldershot cited
- £2bn of increased capacity for UKEF for UK defence goods and services
- CX also announced that, drawing on emerging recommendations from the Strategic Defence Review, MOD will take a new “segmented” approach to defence procurement along with associated timescale targets. Segments would be:
- Major platforms (e.g., tanks, frigates, aircraft) with a timescale target to go from an average of six to two years to contract.
- Pace-setting modular upgrades (e.g., comms, sensors, weapons upgrades) with a timescale target to go from an average of three to one year to contract.
- Rapid commercial exploitation (e.g., uncrewed systems/drones and digital software) with a timescale target of three-month cycles.’
- CX concluded that defence will be at the heart of the forthcoming industrial strategy and announced a new HMT/MOD Defence Growth Board to ensure that the benefits of the increased spending are felt in the UK, stating that HMG want to “buy, make and sell in Britain” as well as create British jobs.
